Rollbacks To Oil and Gas Leasing Reforms Undermine Public Lands and Local Communities

Hispanics Enjoying Camping, Hunting, and the Outdoors (HECHO) is grateful to members of Congress who recognize that public lands are meant for the benefit of all Americans. We appreciate their stand against efforts to sell public lands, as reflected in the final budget reconciliation bill, and for listening to the voices of our community.   

However, we are deeply disappointed by the inclusion of rollbacks to responsible oil and gas leasing policies, specifically the reduction of royalty rates to 12.5% and the reinstatement of noncompetitive leasing. 

“It is astounding that lawmakers actively eliminated a previous law that increased revenues through our federal oil and gas leasing program, as part of this budget bill. It makes no sense to lower royalty rates as part of a bill that seeks to raise money to balance the budget. Then, to add insult to injury, Congress passed this bill with provisions that support non-competitive oil and gas leasing to occur putting American taxpayers last. It is deeply disappointing to see our Congress fail to ensure that the American people receive the highest return on investment from our public lands,” said Camilla Simon, Executive Director of HECHO.  

Noncompetitive leasing allows companies to secure public lands at low prices with minimal oversight. This, combined with lower royalty rates, reduces the value of shared national resources and prioritizes corporate interests over community needs and fiscal fairness. 

“These rollbacks represent a step backward at a time when we should be reinforcing our commitment to responsible energy development and sound fiscal management. Public resources should be managed for long-term benefits, not short-term gains,” added Simon. 

Responsible energy policies and leasing regulations are crucial to preventing spills, leaks, and pollution. These measures help protect communities, culturally significant lands, traditional practices, and vital water resources.
